Caller's reporting a low male, approximately 20 years of age, last seen wearing a blue shirt and gray shorts, standing in the middle of the roadway screaming loudly. No weapons seen, no intoxication known. It's going to be possibly a PIC. Channel 4 units on a point, EMS fire responding on a possible overdose call. 1229 Glenwood Ave, cross of Reed and Wolcott, 945.
