4 Adam 22, we'll be en route. It's going to be southbound 1st at the Frontage Road, passing Holland. White male, dreads, olive green t-shirt, dirty khaki pants, black backpack, has a large butcher knife and was crossing traffic. Looks like RP now is at southbound 1st, south of Rickard. He's stumbling around, appears to be DK or high. He's not threatening anyone, the knife just has it.
