5C, at the Chamber of Commerce, 354 Manitou Avenue. There's a 40-year-old white male, 56140, described as scruffy-looking, wearing a ball cap and carrying a pack. He has been asked to leave before. However, he is currently refusing. He is currently on the east side of the building, mumbling to himself. No weapons, possible alcohol or drugs. He has been verbally aggressive in the past.
