Caller is reporting that a 15 to 16-year-old Black female is yanking on an unattached telephone line wire that's hanging down from the pole near the drive-thru. She's wearing a black shirt and black sweatpants, no weapons, no intoxication. Caller doesn't want to meet at 1607.
