Sounds like a mail man to me
He’ll be arrested and out by Monday.
I would check with the postmaster general for the area and if you do not have a USPS account where you can get a daily accounting with photos of all the mail you should be receiving. You need to get that set up because your ballot will be coming soon..... that is the only way to track if your ballot was actually supposed to be delivered
