Medic 4, respond to the I-64 eastbound ramp at the 16. ISP en route for a possible one-vehicle 10-50. Caller reported the driver was driving on the shoulder with its flashers on. As it exited the 16 ramp, it drove down into the ditch. Possible medical emergency. Time is 2206.
