I saw him walking down Maltman Ave going towards Marathon and he was legitimately trying to light things on fire using a BBQ lighter. He is short Hispanic man wearing a grey printed T-shirt and a backpack. I have seen him before in this area as well, at least twice, and both times holding a lighter of some sort or another.
