Sam says that there is a lady walking around cussing at people, banging on his vehicle. She has a car lock, banging on people's vehicle with it. She's back near 20 to 30 Windsor Way. That's her area. She's a 50 to 55-year-old Black female, unknown clothing, driving a white Honda HRV. She has a bag that she keeps items and sticks in.
