Engine 3 responding, area of East Market Street, Interstate 81 southbound, Exit 247A. There was a individual laying on the concrete wearing a hard hat and high-vis where the construction is being done. Caller was a passerby. HPD is en route. They're advising they believe it's probably just construction crew workers, all in going. You can cancel at your own discretion.
