The driver self reported. You don’t see that with most hit and run cases. Therefore I wouldn’t exactly call this a hit and run unless the place of report was further than the location of the crime.
It was three streets away and 12 minutes later.
It was not a hit and run. Driver stayed and called it in. Transient stepped off curb in front of the car.
