Too many homeless people with extremely violent dogs

If the poor dog has to be put down, at least charge the owner for the expenses.

I’m a proud owner of 4 big dogs and it’s my responsibility to ensure their safety which means I am also ensuring others. The human should be the responsible here. The dog only knows whatever the human has taught or trained it. If the dog was provoked in any way, they should still be trained to handle that but at the end of the day, they are animals and instinct will always win over any training.
