Restoration, 1071 Helen Power. It's for two subjects that are loitering near the construction site along the fence line. The white male, 20 to 30s, 6 foot, thin-build, wearing dark clothing and a black backpack, pushing a red to silver bike. The second is a white female, 20s, 5 foot, thin-build, wearing dark clothing and had a floral shopping bag, and one of them had a pipe.
