996, follow up with 965 on this disturbance, 6100 Winchester Road at Garstow. Zoe Harris is a complainant. She's requesting to meet officers at this location. She's advising that subject, Rick Smelt, he's a male, Black, wearing an unknown clothing description. He took the key to her 2008 Ford ES350. It's a white meeting with the complainant at this location. She's going to be standing by occupying a white Ford Fusion. 6100 Winchester Road at Firestone in the parking lot. My last four of the CAD is 101996.
