Rachel witnessed a 30-year-old unknown male wearing all black, carrying an Adidas backpack, about 5'9", slim build, intentionally following a woman into the parking garage. Saw the woman run from this fella, got into her vehicle. She's no longer on location. He was last seen going westbound on O.
