That is a Code 3 vagrant at 10202 Lorain Avenue. That's 10202 Lorain. Caller states it's a young male going around vehicles. He's refusing to leave, asking for money. He's not violent or threatened. Says the black male is wearing a brown short, black short with brown, with a brown book bag.
