Engine 10, Engine 8, copy assist the public at 2911 Shiloh, apartment number 23. It's going to be a female that's apparently unable to get her main door open. Advise she's locked inside the apartment. I believe she did try to get a hold of maintenance when no one's answering. Going to fire out four units, by acknowledge.
