10858 3rd Avenue Southwest. Male was seen walking eastbound by this address. Waving a rifle in the air. Caller says that he appeared to be looking for somebody. Didn't think that he was HPD or high. Only description I have is a Hispanic male in his 20s. 2 as well. Received.
