11, mile marker 135, the on-ramp to northbound 25 from South Academy. There's a male party walking on the side of the road. He's described as an over 80s white male wearing a blue shirt. They do not suspect any weapons, drugs, or alcohol, and he seemed confused but was staying on the shoulder.
