Respond to the Wycliffe Public Library, 1713 Lincoln Road. One of the employees called stating that there's an Anthony Carter in one of the study rooms. Anthony was telling staff that he does not feel safe and believes that he's being followed. The employee said that he passed her a note stating that people are following him, so they put him in a study room for him to feel safer.
