Update: The police are still in the same parking lot. It looks like they were questioning someone on the other side of the complex, and perhaps a child.
Can anyone else confirm what's going on?
There is a tow truck. There isn't enough light to see what they are doing with the truck in front of the squad cars, or the SUV near that, but I think one of those vehicles was at risk of being towed. This was the best video I could get without interfering, and with the current device I have. My apologies for the grainy quality.
