One night this past week in North Phoenix there was a large drone flying near cave creek golf course for about an hour. It was not Phoenix PD. There was nothing going on crime wise at that time. They definitely make a distinct sound.

Private, they fly them at Hero's Park.
Pull up Flight Aware app. They’re all planes and a couple are registered to United Aviate Academy so most likely night lessons.
