Ok got some clarification from the supervisor. They put tablets to dechlorinize the water so it's safe for the ocean, apparently the water comes from Colorado River to a San Diego treatment plant and then gets filled up in the blue tank we see and from that blue tank it goes to all the lines and our homes, in the tank there's chlorine to kill off any kind of bacteria so they do this as a preventative measure to make sure that we have fresher newer water. I don't know I still feel like they could definitely be making better use of this water or at least give the residents a heads up of running their water all day to fill up their pools or water their plans for free I'm sure if we all have that option we can help them empty that tank in no time
