In the 23, Charlie 36, trying to Oak Avenue and Fairview Street. Charlie, it's a James Pitts, homeless male, bald with no shirt and blue cloth sweatpants. I think he's AMS-ed and threatening to burn their houses down. He's now walking down on Oak. He's going to walk around with a knife in his hand. Unknown if he has it right now.
