There's a Hispanic male, 30 years of age, greenish-brown t-shirt, black pants, no shoes, with a bottle in his hands, appears to be intoxicated. He's going to be on the tracks from the 11th Street Garage towards JPA. Walking away from 11th Street. Looks like he's going to be like right in the area.
