States there were males in their early 20s wearing all black, no wear reflective clothing in the eastbound lanes between Sweet Farm and Pick and Save, so approximately 2600 block of West Washington Street. She wasn't sure. They were picking the cones up out of the road and putting them up on the sidewalk so that there was no more merging.
