That's an e-bike. I would make a bet that he was not obeying any traffic laws when he got clipped.
I had a guy that did the similar thing but he ran into & onto my car. After getting up somebody told him to lay down. If it hadn't happened to me I wouldn't have believed it. He never showed up to court lol ticket dismissed but busted my windshield lil fricker
