Traffic obstruction area, Rocky Ridge Road, Circle Hill Road. It's going to be a black SUV. Caller advising they're possibly intoxicated. Last vehicle pulled off to the side. Correction, slow down, then abruptly stop. Pulled off to the side, put their lights off. Vehicle's still partial in the roadway. Vehicle's going to be about a quarter mile from Circle Hill on Rocky Ridge, heading into Hoover.
