Looks like it was a shoplifter who stole some stuff earlier and was trying to return the items for cash or credit…..
I wish I had details I mean typically at target it’s usually some kind of stealing going on and they usually are spot on about it at least historically in my personal experience but I don’t know specifically what happened here and I don’t know this is not my town I don’t know how the cops are here so I didn’t wanna get up in your face and ask them anything while they were busy
