John Nolan Drive, I guess kind of near East Lakeside Street, there's a female walking on John Nolan Drive, holding up traffic in the construction site, possibly on drugs. White female, between 40 and 50, black sweatshirt, gray t-shirt. She is between the northbound and southbound bridges, between the two largest yellow cranes.
