About an hour delay now, North 7th and North Stevens, just east of on North 7th, was a subject who was throwing a bunch of debris in bushes at passing vehicles, and he would go and collect the debris into a box. Darker skin, male, unknown age, 5'9", and slender build, white dinghy hoodie, and many dark gray cargo pants. Possibly high.
