Both back out. Said as a dispute, sounds like a possible suspicious person at best. 618 North Townsend Street, the Housing Visions in the vestibule. Caller doesn't want to meet. States there's a 20-year-old black male wearing a dark tan sweater and light blue jeans. Has a hospital bag with him. He's refusing to leave, kind of just hanging out. No weapons or intoxication. 2251. 451, we copy.
