Springtree Apartments, 6323 Pheasant Lane. Caller lives in unit B32. She's reporting that there's a male subject outside who appears to be on drugs and out of it. She says he does look like he's breathing, but has been there for a couple hours, wearing khaki pants or shorts, a plaid blue and white shirt, and is possibly Hispanic.
