Division. Caller is a Michael Edmonds. Stated that a 20-year-old black male with an afro was going into people's cars at this corner, taking cables and other belongings out. He's wearing a dark gray jacket, gray and white stripes on it, on his pants near the knees. He was last seen heading north on Clinton versus Spencer on foot. 2229.
