Central unit, we're completing a security check at the McDonald's, 2118 McHenry Avenue. Anonymous RP advising an older Asian male with tattoos on arms, having a green 4CN. Appears to be barely awake and has a needle with him in his arm possibly. I'll be advised he's not. It's going into the McDonald's parking lot.
