1125, dog, Forest Hill and Lincoln Way. RP advising there is a dog tied to a shopping cart on the eastbound lane of Forest Hill Road, east of Lincoln Way. The dog has enough lead that it can get into the roadway, it's a brown pit bull or lab. RP doesn't see anyone around, believes the owner of the dog may be further down under the bridge. 1039 to CHP. 737, 8508, I'm Michael.
