320 Montgomery Street, off of East Phat Street. Caller says there's a mid to late 40-year-old Black male, last seen wearing a tan hoodie and gray shoes, sleeping on the front steps, and keeps looking up female skirts as they enter the building. No weapons, no intoxication. 2153. 21, copy.
