Radio, vehicle problem 518, 8th Street Northeast. 518 8th Street Northeast. Caller, Anthony, is advising there's an individual walking up 8th Street towards the downtown mall, acting erratic. They're even making forward and talking to themselves. It's a Black female, age 30 to 40, wearing jeans, a red bandana, hat with lots of bags. We're still obtaining.
