I have an investigator with DCFS on the 300 block of East Thrush in front of the 323. She's got a female that's either having a mental episode or heavily intoxicated. She's got blood on her. She's pushing a baby stroller, and she keeps asking people on the street to take her baby. If you can start city that way, I'm on my way out. Way's out.
