3. Ballard Bridge at 15 Avenue West for three males in balaclavas blocking the sidewalk. One of them had a three-foot-long hammer in the air, but did not brandish it or threaten the caller with it. Three unknown race males, teenage age, balaclavas and all black clothing at the Ballard Bridge around 15 Ave West.
