31. Sam 2, at 734 Western Drive. RP's in unit 101, calling about a male party walking around with a torch, trying to light people on fire. Suspect is a bald Hispanic male with a goatee, white t-shirt over khaki pants, black shoes. It's a blue and black torch with a silver tip. RP says it's been ongoing all day, last seen an hour ago. Possible drugs involved. Break.
