13, go ahead. I have a 13 person in one zone at 3209 Northeast 10th Street. Reference to a black male wearing a white shirt, was parked outside for a walk a while, then tried to jump a fence. He did not. He was acting crazy, mumbling words, not acting normal. Units to 10-6.
