17810 Welch Plaza. 17810 Welch Plaza, Hy-Vee Food Stores. Caller says kids on e-bikes with blue LED headlight and one of them threw a cup of ice on his car. One of them went into a surrounding neighborhood. The other one towards 180th Street.
