Railway causing a hazard, Highway 1 at Holman Highway, northbound just north of RP. CSP got reports of a pedestrian has on a tan hoodie, dark colored pants, carrying a plastic bag, appears to be walking northbound on the shoulder, but very close to the number 2 lane. Time now is going to be 2017.
