Any Foothill unit, racing motorcycles, Woodward and Hill Road Street, near a church. Suspects are four males, possibly 18 years, on small motorbikes and dirt bikes, seen riding on the sidewalk and almost TCing the passerbys. It's Code 2, incident 3500 and RD 1637.
