At East 143rd and East 144th in Kinsman, received a call and a live chat tip, stated that there are people inside of those shelters smoking and drinking alcohol. Description of the picture said it looks like a Black female in an orange dress, white shoes, Black male wearing a green t-shirt and light blue jeans, white shoes as well. So, priority is 2 at 2024.
