Both units, respond to 1106 13th Street Southeast, 1106 13th Street Southeast. Caller advised that there is a male parking his black Subaru in the back of his property and throwing litter all over the place. Caller did attempt to speak with him to have him move the car, saying that it's on his property, but the other party refused. Caller stated he began to get belligerent with him. It's a black male, unknown clothing description.
