Charlie 36. 2414 Clinton Avenue, made contact with a male. Reference to a subject that got into a dumpster, took out a trash bag, then scattered the trash over the lawn. It's a Black male, no shirt, brown camo pants, carrying a fanny pack on his shoulder, riding a bike.
