463 on a hazard, Shotwell Park, 100 Shotwell Park, between James and Melrose Avenues. No one to meet with caller, reporting a 50s white male, last seen wearing all black and shorts. No up in scene, but he seems intoxicated. I'm sorry, no intoxication, but he seems irate. He's holding a sign, walking in the middle of the road, stopping cars, swearing at people. He's on foot, headed northbound towards James at 1713.
