2302 North Proctor Street in the parking lot is a subject who punctured the RP's tire with a knife. The knife is in his pocket. Black male, 20s, 5'11", 170, black hair with facial hair, glasses, a black t-shirt and jeans, no other weapons seen. He's associated with a white Mitsubishi Lancer, Charles Palmieri 1754. Caller's parked behind him, has a disabled placard. The male was upset about that, something about a food order and blocked him in.
