Going to be at the animal hospital, 706 West Michigan, off of Congress. There's a subject that found a stray dog, brought it in. They scanned it, were able to contact the owner, but now the finder's refusing to turn the dog over. She believes it's being neglected. Staff never advised anything about the animal looking neglected.
